Surplus Inventory
Pursuant to 2023-24 Budget Proviso 1.94 (Surplus Property), Greenville County Schools (“the District”) is hereby providing notice of its list of real property which has been vacant, unused, or unused for direct student instruction for the previous four school years and is not currently included in any district capital improvement plan for future use. In accordance with the proviso, the District must transfer, or offer for sale or lease, such property to another governmental subdivision or state agency. The District does not currently have any properties meeting the description of surplus property under the proviso.
In the event a governmental subdivision or state agency would like to receive, purchase, or lease one of the above-listed parcels of land, the entity must provide written confirmation of an intent to accept the property for public use by December 31, 2023. Any governmental subdivision or state agency providing such written confirmation must comply with all requirements related to the acquisition of real property or surplus property, and/or requirements related to the establishment of permanent improvement projects prior to accepting property transferred pursuant to this provision.
If no governmental subdivision or state agency confirms an intent to accept the property, the district shall offer the property for sale or lease at fair market value as determined by a neutral appraiser and in compliance with existing law providing for sale or lease of such property by a school district.
Materials, supplies and equipment shall be declared surplus, or obsolete, by the Superintendent and the Board or his designee when it is deemed that the property is unusable for school purposes, is obsolete, or the cost of maintenance is excessive.
The District's Procurement Code vests the responsibility for conducting and directing all surplus sales with the Procurement Department, through the GovDeals internet auction site at www.govdeals.com.
This will allow the District to offer items for sale all year long instead of only once a year, thereby allowing increased access to available equipment/supplies, more frequently than ever before.
Please refer to the website for all terms and conditions of sale. Most items offered for sale are used and may contain defects not immediately detectable. Bidders are encouraged to inspect property prior to bidding. All items are sold “AS IS, WHERE IS” with no warranties or guarantees, stated or implied.
